7.TITLE OF THE PROPOSED SESSION
Title:    Findings of the Gurria Task Force on Financing Water for All
8.OBJECTIVE
a.To report and debate i. progress,developments and innovations on financing water for all since 2003 ii.findings on enhancing financing water for agriculture iii.findings on access to finance for local governments b. Provide recommendations to enhance finance and access to finance for water for all
9.TITLE OR NAME OF LOCAL ACTION(S) TO BE PRESENTED DURING YOUR SESSION (At least one these acions should aleready be in the database of local actions on the 4th forum website, and should be the same name as on that website).
Local actions will be the heart of the sessions. The task Force is in the process of identifying, analysing and synthesizing these local actions.
10.EXTECTED OUTPUTS OF SESSION.
a. An appreciation of the progress made on enhancing the amount and access to finance since the 3rd Forum b. An understanding of key success factors in achieving this c. An understanding of the still existing constraints and recommendations to overcome these d. input for the finalisation of the Task Force Report
11.USE OF LOCAL ACTIONS TO ACHIEVE THESE OUTPUTSCOMES OF YOUR SESSION
The task force which is a high level panel, will present and debate its findings with the audience. The local actions on innovative financing mechanisms will be an essential elenment in the presentations.
12.EXPECTED NUMER OF PARTICIPANTS (please note that around 10,000 participants are expected at the Forum, and that session rooms range from 80 to 1100 participants)

13.ACTIVITIES TOWARD PRIOR TO THE PROPOSED SESSION (Comferences, workshops, meetings, virtual workshops, research, studies etc.)
a. Task Force meetings in november 2005 and January 2006 b. regional consultations of the working group on financing water for agriculture in India, South Africa and Egypt c. Inventory of local actions and interventions based on recommendations of Camdessus Panel since 3rd World Water Forum
14. ANY OTHER SUGGESTIONS OR COMMENTS
The political importance of this topic and the high level debate requires allocation of ample time. A two session allocation of one afternoon is requested
