7.TITLE OF THE PROPOSED SESSION
Title:    Innovative strategies for financing solidarity projects by local authorities. How to implement transparent, responsible and ethic models
8.OBJECTIVE
The main objective of this session is to highlight innovative financing model and share best practices on the basis of the examples presented by French municipalities. The issue at stake is how to enhance the articulation of local and global financements for water cooperation.
9.TITLE OR NAME OF LOCAL ACTION(S) TO BE PRESENTED DURING YOUR SESSION (At least one these acions should aleready be in the database of local actions on the 4th forum website, and should be the same name as on that website).
Paris: financing solidarity projects by levying money on the water bill and financing through its water budget local projects in Niger and Senegal. In 2006, € 1,000,000 will be available for solidarity projects carried out by both city officials and users associations as long as they respect the city of Paris’ ethical guidelines. Angers / Bamako The cooperation between Bamako and Angers has been developing on many political and technical issues for more than 30 years. Among them, water is at the top of the agenda. Holes and water towers have been built throughout the city of Bamako to enhance the adduction system. Sanitation has become a new priority : testings are carried out on a particular district. This partnership between the two cities is now being enlarged to the two rivers : the Loire river which is part of UNESCO heritage and the Niger river. This is a first attempt to group together the Malian and French local bodies to work on the water issue. Mulhouse / Sofara (Mali) + El Khroub (Algérie) Since 2000 Mulhouse has been involved in a technical cooperation in the fields of hygiene in rural areas, water supply and sanitation with the city of El Khroub in the region of Constantine (Algeria). Besides, Mulhouse supports since 2003 a rural town in Mali called Sofara. Its expertise is focused on issues like drinking water supply in relation with more global urban issues like town planning.
10.EXTECTED OUTPUTS OF SESSION.
A general document presenting: - the role played by French municipalities in terms of water management (production, distribution, regulation) - the actions carried out by French municipalities and their partners in terms of water cooperation. - the position of French municipalities regarding the main issues addressed by the world water forum.
11.USE OF LOCAL ACTIONS TO ACHIEVE THESE OUTPUTSCOMES OF YOUR SESSION
The description of these local actions will help to measure the impact of the different financing models (municipal budget, additional tax, public private partnerships...) and define the criteria for financing solidarity projects with respect of accountability, transparency of information and sustainable development. The debate will notably gather city representatives, project officers, private funding organisations, auditing companies, association of users.
