1. At WWF2,: organization on a session on River basin Management in cooperation with Japan River Bureau 2. For WWF3, INBO was coordinator, along with GWP, MLIT, and Shiga prefecture, of the River Basin Management theme in the Forum. INBO President delivered a keynote speech in the Shiga opening ceremony, and INBO Permanent Technical Secretariat during the closing ceremony. We organized ourselves directly 4 sessions during WWF3, (2 in Shiga, one in Kyoto and one in Osaka), and participated as invited speakers in several others organized by UNESCO, Dutch Ministry of Transport, Shiga Prefecture, etc…

7.TITLE OF THE PROPOSED SESSION
Title:    PARTICIPATION OF THE PUBLIC AND SOLIDARITY IN BASIN MANAGEMENT
8.OBJECTIVE
1. Role, composition, concrete actions of basin committees 2. Consultation procedures of general public (notably the ones associated with the European Water Framework Directive 3. Role of NGOs and grassroots stakeholders in people education and awareness building 4. Solidarity in resource sharing and creation of adequate financial means
9.TITLE OR NAME OF LOCAL ACTION(S) TO BE PRESENTED DURING YOUR SESSION (At least one these acions should aleready be in the database of local actions on the 4th forum website, and should be the same name as on that website).
After our initial call for proposals launched early 2005, the selection process of the most relevant case studies is presently under way among the partners and members of INBO network. Some of these are already available online through our website www.inbo-news.org . Local actions will be selected in order to cover a broad range of issues, from sub-basin management at the grassroots level to joint management of large transboundary rivers as well, while ensuring that geographical balance will be respected. Therefore we expect at least: - European cases from France, Spain, Italy, Romania, Ukraine, Bulgaria, Czech Republic, Poland, Russia, with some examples on rivers such as Rhine, Scheldt, Saar, Moselle, Meuse, Danube, Tisza … - Central Asian cases from Kazakhstan, Tadjikistan, Ouzbekistan…(Irtysh, Ferghana…) - Asian cases from India and Indonesia… (Sabarmati, Brantas…) - African cases from Algeria, Morocco, South Africa, Kenya, Ethiopia, Niger, Senegal… - Latin American cases from Mexico, Brazil, Costa Rica…
10.EXTECTED OUTPUTS OF SESSION.
1. To take stocks of successful experiences implemented under the topics listed in §8 above 2. To find ways to disseminate these experiences and, if possible, to create awareness about them among the Ministers and multilateral financial institutions who will attend the Forum and the Ministerial conference

13.ACTIVITIES TOWARD PRIOR TO THE PROPOSED SESSION (Comferences, workshops, meetings, virtual workshops, research, studies etc.)
In order to prepare this session and to mobilize its members, INBO has already organized three large regional preparatory meetings in 2005: u From 23 to 25 May in Marrakech (Morocco) for the Mediterranean basin, with MENBO General Assembly, v From 29 September to 1 October in Namur (Walloon region - Belgium), with the 3rd Assembly of the Group of European Basin Organizations for the Implementation of the Framework Directive, w In November 2005 in Niamey (Niger) during the 2nd General Assembly of the African Network of Basin Organizations (ANBO). In addition, INBO has attended the International Conference on Water in Central Asia on 30 and 31 May 2005 in Dushanbe (Tajikistan), and will also participate in the initiative of UNESCO and of the International Water Academy of Norway on the resolution of conflicts on shared waters, at the beginning of November in Stavenger, and other events organized by UNESCO. Contacts are ongoing with our Japanese colleagues for the consolidation of the Asian Network of Basin Organizations. In liaison with the Council of Europe, the International Secretariat for Water and Solidarity-Water-Europe, INBO will also be a partner in the week devoted to the citizen’s approach to water management, in Strasbourg (France), from 17 to 21 October 2005
